James Dotson, Ph.D.

Dr. Dotson is a Health Educator and Life Coach working to promote and facilitate change and transformation to improve quality of life for individuals, groups, organizations and communities. His areas of expertise include health behavior/psychology, health promotion and education, teaching/training, project/program management, and multicultural outreach, engagement, and communications. James holds a B.A. in biology from Columbia Union College (now Washington Adventist University), and an M.A. and a Ph.D. in health education from the University of Maryland. He is also a Certified Health Education Specialist, Board Certified Advanced Christian Life Coach, and Myers-Briggs Indicator® (MBTI®) Certified Practitioner. He currently works for a nonprofit organization focusing on multicultural outreach and community engagement with the African American/Black community.

Susan Levy, MD, CMD, AGSF 

Dr. Levy earned her medical degree from the University of Maryland in 1979 and completed an Internal Medicine residency at the Medical University of South Carolina. She also completed a geriatric fellowship at the Mount Sinai Medical Center in New York in 1985.  Dr. Levy is board certified in Internal Medicine, Geriatric Medicine and Hospice and Palliative She has been a medical director for over twenty-five years. She is a Past-President of AMDA, The Society for Post-Acute and Long-Term Care Medicine, as well as the Midatlantic chapter. She has chaired or participated in the development of the Pain, COPD, Infection, Incontinence and the Health Care Maintenance clinical practice guidelines for AMDA. She has served on various committees for the organization. Currently, she is the facility medical director for two nursing homes in Delaware. She is the CMO for Linked Senior that provides a therapeutic recreation programs and Exceptional Living Centers a multifacility nursing facility chain. She also provides consultant services for HQI, the MD/VA QIO, as well as legal case reviews. She is the co-lead for The Maryland State Coalition for the Partnership to Improve Dementia Care. Dr. Levy will serve as the Healthcare Representative on the Avar Governing Board.

Frank Rabinovitz, BA, ALA 

Mr. Rabinovitz brings over 50 years of Executive Leadership in manufacturing including purchasing, contract negotiations, sales and administration.  He specializes in reversing unprofitable operations by streamlining overhead and improving operational inefficiencies.  He remains a highly sought-after business consultant. Mr. Rabinovitz served as President of Aves Audio Visual Systems, Inc for over 30 years, directing and supervising all aspects of the business.  Prior to his long tenure at Aves, he served as Vice President and General Manager of Nylon Net Co. in Memphis, TN and Vice President of Jayark Corporation in Vestal, NY.  Since his retirement in 2016, Mr. Rabinovitz serves as President of Turnaround Solutions – his private consulting firm.  Mr. Rabinovitz obtained his Bachelors’ Degree in Business and Administration / Marketing from University of Memphis in 1979 and his ALA from Brooklyn College in 1969.

Jacqueline F. Vance, RNC, BSN, IP-BC, CDP, LBBP, CDONA 

Ms. Vance is a visionary, passionate and highly motivated nurse leader, with over 20 years’ experience and expertise in clinical geriatrics and the long-term care market. Working both in the national corporate and association level, she has built a unique set of skills for clinical program development with corresponding education that incorporates Triple Aim, the IMPACT Act, ACO, Managed Care and Bundled Care components as appropriate for high quality cost-effective outcomes, with a solid reputation for facilitating successful organizational growth and development. She possesses proven ability to master changes in the healthcare environment. Ms. Vance possesses a mastery in Quality Management (QAPI, PDSA, Baldrige), and is a strong communicator, thought leader, and national speaker.

Steven Walfish, MBA 

Mr. Walfish brings over 30 years of industrial expertise in developing and applying statistical methods for solving complex business issues including data collection, analysis, and reporting. He concentrates his efforts on the healthcare, medical device, pharmaceutical, and biotechnology industries. Mr. Walfish is experienced in applying advanced analytical solutions to complex business problems, resolution of statistical issues with regulatory agencies (such as the FDA) and is regularly invited to speak at industry conferences.  
Currently, Mr. Walfish serves as Principal Scientific Liaison in the Global Science and Standards Division at United States Pharmacopeia (USP). From 2012 – 2015 Mr. Walfish served as the Lead Statistician at Becton Dickinson supporting continuous improvement and LEAN projects and was responsible for all statistical analysis and support for Quality Functions. Mr. Walfish served as the Senior Manager Biostatistics, Non-clinical at Human Genome Sciences (HGS) in Rockville, Maryland from 2001 - 2005. Prior to joining HGS, he was a Senior Associate at PricewaterhouseCoopers specializing in the pharmaceutical industry. Mr. Walfish has held positions of increasing responsibility at Chiron Diagnostics, Johnson & Johnson, and Degussa Dental. Mr. Walfish is also the President of Statistical Outsourcing Services, a consulting firm specializing in statistical support for business solutions.  Mr. Walfish has been an invited lecturer at Medical Design and Manufacturer (MD&M), Institute of Validation Technology (IVT), and Advanstar conferences. He has also been a speaker at ASQ Division and Section conferences, an editorial board member for BioPharm International, and a regular contributor to the magazine.

Joan Wang, Ph.D., – President Avar Consulting

Dr. Wang has 28 years of experience in survey research, attitude-behavior research, and program evaluation in the areas of education, public health, and social services. She has special expertise in survey design, evaluation design, data collection using various survey modes (e.g., mail, telephone, in-person, and web-based), statistical modeling, data analysis/management, report writing, and management of large databases. She also has extensive experience in in focus group study, qualitative analysis, technical writing, and preparing/reviewing OMB/PRA clearance packages. During her long career, Dr. Wang has managed over 20 multi-year and multi-million-dollar federal contracts of various types. She has been serving as Corporate Monitor on the current BFCC ORC contract with CMS. She has served as Project Director and/or Senior Statistician/Analyst on over 40 survey and data analysis projects and over a dozen program evaluations.
