This position provides website development and database management for multiple projects and websites. All work must be performed on-site in metro-accessible Washington DC location.

Summary of Responsibilities

Senior Survey Methodologist

Avar Consulting, Inc., a social science research organization located in Rockville, MD, is seeking an experienced Senior Survey Methodologist to join our team. The Senior Survey Methodologist will provide methodological leadership to projects and proposals; develop and contribute to study designs; implement innovative methodologies to improve data collection and instrumentation; conduct statistical analyses and draft reports; present research findings at leading survey conferences; and perform other duties as assigned.


The Senior Survey Methodologist will possess the following qualifications: a Ph.D. with a minimum of  5 years of experience, or an MA/MS with 10 or more years of experience, in survey methodology, survey research, and survey operations; experience in applied statistics; a proven track record in survey methods as demonstrated by publications in peer-reviewed journals and presentations at professional conferences; the ability to work independently and as a part of a team; and excellent verbal and written communication skills. Proposal Coordinator

Avar Consulting, Inc. is a social science research firm that provides a wide range of professional services in the areas of survey research, program evaluation, data analysis/management, and IT support. Our clients are primarily federal government agencies. We are currently seeking a Proposal Coordinator to join our team.

Our preferred candidate is someone who can multi-task, is organized, can handle rapid deadlines, and has a strong drive to quickly handle increased responsibilities. The proposal coordinator has responsibility for many aspects of the proposal process, including planning and maintenance activities. The proposal coordinator participates in developing RFP/RFQ/RFI responses; coordinates the proposal process and timeline; schedules proposal strategy kickoff meetings; tailors resumes and project profiles; edits, proofreads, and organizes large volumes of proposal data; and coordinates reviews and production. The Proposal Coordinator will report to the Director of Client Relations in the Rockville, Maryland office. 

Responsibilities include: 

  • Assisting the proposal managers throughout the proposal life-cycle; 

  • Preparing materials for proposal kickoff meetings such as agenda, outline, compliance matrix, proposal template and proposal schedule; 

  • Analyzing requests for proposals (RFPs), requests for quotes (RFQs), sources sought notices, and requests for information (RFIs) and outlining and organizing responses to comply with client requirements, including content, format, forms, and other information; 

  • Assisting with additional submissions, such as forms and registrations/renewals to keep company information, contracts, and statuses up to date;

  • Assisting with capture planning activities, such as pre-RFP planning, competitive analysis, and client and partner research; 

  • Building and maintaining a central knowledge base for proposals and proposal content; 

  • Working with a variety of colleagues with varying levels of proposal experience (including executive level), and supporting a team throughout the proposal process; 

  • Collaborating with members of the marketing, finance, legal, and contracts teams to ensure content is complete, accurate, responsive and timely; 

  • Compiling materials for proposals, quotes, and other responses, ensuring submission is compliant, compelling, and all client requirements are met. This involves conducting search for appropriate materials, such as related project descriptions and resumes of project personnel; 

  • Developing solid relationships and working collaboratively with key subject matter experts and partners to continuously improve the development of accurate responses; 

  • Proofreading and editing all proposal content for compliance, clarity, proper grammar, spelling and style; 

  • Desktop publishing for proposals in MS Word to ensure proposal documents are properly formatted, compliant with RFP requirements, easy to read, and visually appealing; 

  • Producing submittals, including printing, collating, binding, packaging and delivery; 

  • Developing a current understanding of Avar’s service offerings and experience; 

  • Developing tools and processes to make it simpler and quicker to complete proposals and presentations; and 

  • Working extra hours to meet proposal deadlines as necessary during busy periods

Must possess: 

  • Excellent proofreading and editing skills; 

  • Excellent writing skills (two writing samples required with application); 

  • High level of organization and attention to details;

The research analyst must have a minimum of a bachelor’s degree, with two years of experience serving as a social science research analyst or in an equivalent position. The research analyst candidate must have statistical and economic analysis skills, with familiarity in data analysis and high level statistical and modeling analysis.
